K-2 School Utilization Process

During the Board of Education meeting held on November 11, 2025, the board decided to reassess and revise the K-2 School Consolidation and Redistricting Process. During a board retreat on Tuesday, November 18, the board agreed to proceed with the administration's recommendation that any decisions regarding the K-2 School Utilization Process will not impact the 2026-2027 school year.  

The City Schools of Decatur Board of Education has initiated a comprehensive review of K-2 school utilization. The consulting firm Education Planners has been engaged to facilitate the review process to assess how CSD's K-2 schools are currently being utilized to ensure that space, staffing, and resources align with student needs while also maintaining operational efficiency and fiscal responsibility.

The considerations surrounding the possible closure of a K-2 school are influenced by several factors, including the decline in K-2 enrollment at CSD, which mirrors the broader trend of decreasing enrollment in public school districts across the Metro area and the state. Presently, there are approximately 800 students in the K-2 age group in CSD, distributed among five schools. The K-2 School Utilization Process is part of a broader effort to examine CSD’s efficient use of resources and school buildings. For the last six years, CSD has operated several schools with fewer than 200 students. Capital outlay program participation by local school systems shall be limited to administrative units with not less than 200 FTE in any single grade or combination of grades Pre-K-8 for elementary schools or not less than 400 FTE in any single grade or combination of grades 4-8 for middle schools or not less than 500 FTE in any single grade or combination of grades 9-12 for high schools. We understand the challenges and impact that a school utilization review process, along with the potential for a school closure, can have on our school communities, especially in a city the size of Decatur. As a board, we want to assure the community of our commitment to transparency throughout this process by providing several opportunities for public engagement as it unfolds.
